The Ministry of Domestic Trade, Co-operatives And Consumerism (MDTCC) was established on 27 October 1990, with the aim towards encouraging ethical trade practices and to protect consumer interest.

The Ministry is responsible for the supervision of domestic trade through:

- Determining and supervising the prices of items of necessities,
- Licensing and controlling the manufacturing and sales of such items.
- Managing matters related to consumer protection.
- Managing matters related to intellectual property, covering matters of copyrights, trademarks, patents and industrial designs.
- Licensing for purposes of selling and the distribution of petroleum and petrochemical products.
- Coordinating policies, regulations and activities related to safety for the petroleum, petrochemical and gas industry.
- Licensing of the direct selling business.
- Licensing of franchise businesses and developing the franchise industry.
- Eradication of fraudulent trade practices.
- Implementing the Weights and Measures rules and regulations.
- Registering and the supervising of trusts companies.
- Registering and the supervising of businesses.
- Drafting and conducting research on policies and strategies related to domestic trade development, consumerism and intellectual property.

The Malaysian Franchise Association was formed in 1994 to support the implementation of the Government program to promote entrepeneurship through franchising. The formation of MFA was indeed timely as to promote the development of franchising in Malaysia. MFA is affiliated with franchise association around the world and is a member of World Franchise Council (WFC) and Asia Pacific Franchise Confederation (APFC). MFA will serve as a resource center for both current and prospective franchisors and franchisees, as well as for the media and the public. With the formation of MFA, it is hoped that the enviroment, which is conducive to the expansion of franchising in Malaysia, can be created. MFA has a unique formula of its membership composition. Under one roof are frachisors, would-be franchisors, master franchisees, would-be master franchisees, government agecies and authorities, banks, accounting firms, franchise consultants, attorneys, suppliers and vendor of franchises. For that matter, everyone involved and would-be involved in franchising are subservient to MFA's Code of Ethics of a Professional Conduct of Franchise Practitioners and MFA enforce this code firmly yet helpful. Through the work of its committee, the MFA is committed to continue advancement of franchising in Malaysia into the twenty-first century in line with Vision 2020.
